How to open the text file in local drive?

I am trying to use the web browser to open the text file in local drive, read the text file contents and plot the line graph base on the data in the text file, what is the most suitable design to use ? Can anyone give me some tips about the work?

It is not possible. Either you use a web server where file can be uploaded and than use its content or write an extension for browser.
